Why Are My Textures Transparent?
The PS2 does not use the same color depth as a PC. As such, the alpha channel on a PS2 which would normally appear as fully opaque will turn 50% transparent when exported to a PC readable image.
How Do I Edit Them Like This?
Using your image editor of choice, you can raise the alpha level of a texture to 255 in order to edit it. Complete your work, then restore the alpha level back to the original value prior to inserting it into PCSX2.
How Do I Know What Alpha Level To Restore?
If a texture is partially transparent, then its alpha level is probably 128. If unsure, and if your image editor supports it, sample colors from the original texture to verify the alpha level. You should ensure that if the texture had alpha when dumped, it is set to the same value prior to loading in PCSX2.
Not all textures will dump with 128 alpha! If a texture is fully opaque when dumped, it will NOT require you to change the alpha.

Are you telling me we could expect AI upscaled texture pack in every PS2 games!? Combine with Internal resolution boost, widescreen patch, and GSdx settings, you have a remaster platform for every classic PS2 games. Screw Sony for the BC
Well, you wouldn't have been able to do that with PS5 BC either way (and unfortunately the classic game download market died down again just shortly before things got really, really exciting in 3D emulation with like PS1 warble elimination and AI texture/video enhancement... Most game manufacturers wouldn't touch these questionable over-modifications of games, for better or worse, but when they're done well, full-scale reskins of games can be awesome.) Emulation would have been the way with or without Sony.
But also, just FYI, you could do many of these things already for a little while now. This is official support within PCSX2 (which also includes the dumping, so in&out is now built in,) official support was supposedly kind of hacky and maybe since this is official there'll be a greater abundance of mods to games out there, but the possibility has been around (you can also already do it on Gamecube emulation.)
They already did that with the Japan Studio 4K remasters for Playstation 4: Patapon, LocoRoco and Parappa.Sony be like "how are you doing this? We can't."
