Because the browser is the only problem with 40mb gifs. Everyone has 100 Mbit/s everywhere. Yep.

Chrome doesn't handle big or numerous GIFs very well, it seems.
And some people do have shitty Internet connections, too, so loading a 40 MB image can be really painful.
