I did a couple of things, and get a somewhat consistent 60FPS now with settings on medium on my rig:
Core i5-2500k @ 4.5GHz
GTX 770
16GB DDR3
1. Turned off the iGPU render standby and mulit-monitor. I don't know if this actually did anything (even though I don't have monitors plugged into the onboard video), but I figured it was worth a try and it worked after I did it.
2. Turn my overclock back up to 4.5GHz (was at 4.2 before) and crank up the voltage to one I know is safe enough, but not optimal, just so it would run. I have a strong enough cooler so it won't fry my CPU.
I'll probably have to try to stability test my overclock later to lower the voltage, but for now, what I have works.
Edit: It does get somewhat inconsistent and stutters at some points (namely goes down to the 40s in the waiting area, and hiccups a bit during the freefall at the start, but then stabilizes), but otherwise it's much better and the game doesn't look completely terrible.
Also I got 10th in a solo round last night. I was so close to killing the guy that killed me. I hit him with a couple of shots.
