It would be an idiot move to make TLOU and Beyond PS4 exclusives. Now if they later on announce PS4 version, for folks that don't have PS3 but want PS4, that would be smart.

You also would want to be careful not to overload the market.
There is only so much a consumer can afford when buying a brand new console.

Most people tend to get a console, one extra controller and one-two games.
So releasing too many high quality games from big franchises early on, will just mean less sales for most of them.
Spreading out the games is far better, obviously the release lineup for consoles has never been stellar, but I'm sure Sony will come up with at least two killer games for it.

For some reason I'm convinced now Beyond will either be a PS4 exclusive or cross platform. There has to be a reason why they didn't announce the release date yet. Maybe because it is for a platform that doesn't exist yet? Could be that Sony needs Beyond to improve the launch line-up and they haven't decided till now. The executive producer tweeted something ambiguous as well recently:

This is really important. Launching with a load of big games in the first 2 months with the following months being barren would be a mistake. Best is to have 2 big games for launch from different genres, e.g Evolutions Racing game and Killzone 4.

I think Sony will likely go with two launch titles. Evolution's new racer and whatever Guerrilla is working on. They'll probably have some other PSN stuff as well. That'll be best for them so that they're able to really focus their marketing efforts on the console and those two games. It'll also prevent them from getting into a Vita situation where they tossed out nearly all of their major titles on day 1 and then the system went into a drought.

I can imagine them reselling Beyond and TLoU for PS4, fans would probably be pissed if LoU went PS4 exclusive, though

I can see Beyond being not only a great PS4 launch exclusive, but a great spotlight to expose Quantic Dreams as the next big dev group for Sony. Heavy Rain probably could have gotten a lot more attention, but Beyond seems to be all the better for QD.

Imagine building up that repertoire:

Media Molecule
Guerilla Games
Polyphony Digital

Get those three in line with the prestige of ND and PD by giving them that PS4 exposure and they can gain a lot of traction

All solid dev groups that can gain a lot from all of this. It makes too much sense as they've been hush-hush. Sony has aligned their stars for the PS4, at least they should have.

Sucker Punch released nothing since Infamous 2(Carnival of Blood is just an expansion pack) I guess they are ready for PS4 launch or at least first year with something.

2 new IPs? if they want it to succeed right out of the gate they need to have an established IP from the get go.

If PS3 BC is going to happen through Gaikai, you can bet that it will be something linked to PS Plus, because cost and maintenance plays a role here.
