Yeah that's why you start off with the MCU and Capcom staples.Iuno...that's kind of most Marvel characters that aren't in the MCU and pretty much every Capcom character that isn't SF, RE, or DMC.
Like if I were Marvel/Capcom (and X Men are banned) then I would start off with these characters to get people hyped:
Iron Man
Dr Strange (cuz he just got his movie out)
Captain America (actually replace this with Rocket Raccoon)
Hulk
Spider Man
Ryu
Megaman
Morrigan
Wesker
Dante
And then two newcomers to the franchise like Black Panther and Gene.

People at capcom love darkstalkers, fighting game characters are easy to port to versus games and the game needed more undressed women
Do you guys remember when the new characters for Ultimate Marvel vs. Capcom 3 were published on the back end of a website and mined by fans? You basically had to edit the URL and type in character names. I remember some people being shocked that no permutation of "Megaman", "X", "MegamanX", or anything like that produced character art.
I feel like the rage and disbelief died down rather quickly, partially because we knew who all the characters were going to be, rather than learn what they were over time, with the staggered release schedule they were doing for characters. We didn't have all this buildup, thinking that Mega Man was going to be next, every time. Mega Man is going to be the next one. No, he's going to be the next one, etc.
This time, Mega Man or RIOT.
Mega Man Legacy Collection came out last year, and Capcom has a MM mobile game in internal production. (U)MvC3 had a bunch of characters from then-dead or dorment franchises like Strider, Arthur, Firebrand, Mike Haggar.

There's more likely to be two MM characters than anyone like Asura, Gene, Regina or chars from Rival School, Power Stone at all. Heck even characters like Frank West, Phoenix Wright and Vergil were planned as DLC and weren't seen until UMvC3.

To be fair, Capcom is gonna have to pick up Marvel's slack if the roster is indeed Fox-free.
Blues/Protoman and Roll would be...interesting picks for the MM camp, to say the least.
If Roll was an upgraded version of her TvC self, that'd be amazing. But why Blues? He's not really that far removed beyond being Rockman with a shield. Zero at least played completely different from X.

I think the fact that Mega Man was finally in Smash is indication that Capcom would at least be open to putting him in MVC4.
I think you need Mega Man X just to have a more robust moveset, but you can give him all kinds of skins to cover whatever generation of Mega Man you like.
Certain characters chances hinge on exactly which team is making the game.

That's not confirmed... unless something has happened in the last 24 hours or so.
I'm still expecting a good 30% of the Marvel side to be X-Men.
30% might be a bit generous given the current circumstances. Assuming that Capcom pulled a miracle & convinced Marvel to let them use Fox characters, I'd only expect 4 or so Fox characters (3 X-Men & Doctor Doom).
I don't think it'd be as high as 30%. But I do think you'd more than likely get at least a few characters from the X-Men IP.
