Ninja Storm's probably the best post-Zordon Era PR series from an overall rating from what I've seen so far. It had characters with personality, major humor, uniqueness, great fighting, it was laidback, could be serious when the time came and they overall gave it a unique PR feel to it that not only stood out but it felt different compared to damn near every other PR show.
I'm actually debating on whether Ninja Storm is in my top 3. Actually, I'd put Ninja Storm in my Top 2.
