To preserve the original's look I guess lol. Same thing is happening with the 3ds gba games and its low brightness/forced motion blur. Really really dumb
The funny thing is that I do not even think the SGX GPU inside Vita and the iPhone has a 16 bit internal rendering mode... PowerVR material talks about internal 32 bit rendering/true color rendering as a major feature of the GPU. Either Sony has requested an additional 16 bit on-chip rendering mode as one of the modifications they might have asked IMG Technologies to make to their PowerVR core or they have some other way to achieve the same banding and dithering effect as PSP produces.
