No, Putin, but the U.S. president can more or less unilaterally determine foreign policy and is the commander-in-chief of the armed forces, which is the area you're really concerned with as a foreign adversary. Not to mention that, even without stipulating collusion, it is definitely within Russian interests for their foremost geopolitical enemy to be led by an incompetent, easily manipulated buffoon.
