I would say Alfred the Great from Wessex, Charlemagne, and even Henry VIII (his shenanigans with his wives aside) are ranked as some of history's greatest kings.

While all those are good, you overlook Cyrus the Great of Persia who was an incredible general and king as he allowed the people he ruled a fairly large amount of freedom under his kingdom.
