because phones are easier to develop for than switch?
That's why this makes no sense from Nintendo. There has to be more or some alternatives because they should know they'll alienate some consumers with the app only being on a smart device.It is assumed that:

It's unlikely this was easier or cheaper than developing it as part of the OS. It's basically the same amount of work, only more because now they have to continuously test their app on dozens of smart devices across two ecosystems to ensure support, rather than just the Switch.It was probably much easier for them to develop this app (particularly the voice chat options) than something within the Switch itself, in addition to Nintendo probably assuming most people who buy the Switch will be smart device owners and/or someone in their home has a smart device. I personally think it's lazy on their part/this app should be optional, but they are probably right in their smart phone/device assumptions.

The point is you don't need a second device more expensive than the gaming handheld you are playing on to use basic features that a much less powerful competitor handheld has been doing for 5 years
Imagine the app is called 'Skype' and when you 'subscribe' you add "Nintendo Switch" as a contact.
Open mic chatting is utterly dire, think of all the crap you are going to hear from people.
I'll just pop my phone down so you can listen to my doorbell ring, dog bark, wife talking, baby crying, my TV is up too loud so you can hear that as well, and you can hear my gameplay, enjoy.
The only way this makes sense is that they couldn't put it in the console because it would eat too many resources. Even then that makes the choice understandable but still flat out TERRIBLE.

Looking at Nintendo's website, it doesn't look like the app is required for multiplayer, just that it can be used for party chat and matchmaking:

More logic: multiplayer online starts at launch in March, but the app isn't available until summer.

So what? Everyone on the planet could have a smartphone and this still wouldn't make sense.The decade in which apps on smart devices exist, are the dominant way used to deliver content and are actually usable, unless this was possible in any other decade.

An interesting note on the Nintendo Switch online service page -
Paid online service availability may be limited based on location.
So if the paid online service covers online chat, and the only way to get chat is through the paid online service, what do people do who are in locations where it's not available?.

Either I'm explaining myself poorly or you're willfully misunderstanding me. I was talking about the scenario where you are playing multiplayer games away from home and using your phone to connect the Switch to internet. For the purposes of streaming audio to a phone a hotspot and a wifi router should be functionally the same as long as you share a subnet. You ping the subnet, check which one is a Switch, do a handshake, proceed with whatever communication you want. Perhaps this isn't possible, but a cursory google search leads me to believe it is. Either way, it's a niche case which they may not bother with considering few people are going to be gaming and doing voice chat over 3G.
When you are at home you would obviously not use tethering, your phone and Switch would simply communicate over local wifi to stream game audio. Smartglass already basically does this.

I did. It's to push mobile games to switch users and push mobile users to the switch.

the switch should be robust and full featured out of the box. its value as a hybrid devive should be levied against all the options and value it can provide
it is itself a smart device... a damn tablet
and the only reason great features and options arent built in is because Nintendo is fucking it up

Disaster. Though this looks like the ultimate LAN machine and let's be real, Wii U was a complimentary console in the US. Looks like little will change in regards to botched online play. But LAN though...
There's already an app for scheduling matches. It's called messaging your friends from your phone.
