As far as only their track&field team being banned while it's likely all areas are doped: Only the T&F stuff has extensive evidence, the rest seems to be limited to statements from the guy in charge of the doping.
AFAIK this systematic doping is similar to what was found when the GDR was dissolved, children getting doped their whole life and any that don't play along or break down are discarded and replaced.
So if the reason for the ban is they are deemed untrustworthy to enforce the rules and even funding a government doping program, why won't they ban them from the competition all together, makes no sense to apply the ban to a single team in a single category.

Because all sports are managed by different federations and in this case, it's a decision made by the International Association of Athletics Federations, which only has jurisdiction over Track & Field.
