I'd go even farther and say that Metal Gear Solid 4 in its entirety was a long winded answer to the stinger in MGS2 about the Patriots all being dead already. This was initially never supposed to be answered beyond "Yeah, they were the Wisemen's Committee," in MGS3, but $$$$ so MGS4 was made.
