I don't know the culture. Is there a stereotype of a turkish goofball? In the US when I was growing up, indian men were always goofy characters. The exception I can remember from the eighties was from the short circuit movies where the leading (human) character was an indian scientist who was mild-mannered but brave. Otherwise, they ran convenience stores and took shit all day from anyone who went by.
It's because all this time hot air balloons need the balloons to fly because of some policy, not because of physics. Since there isn't anyone to force the policy (no cops) he could fly without one.
It's a decent joke but it would be more in home as a throwaway gag in a movie like Naked Gun or something. Having a whole video upload, with high production values, just for that feels like trying too hard.

At 0:08, the character dubbed in Turkish is depicted as a one-eyebrowed, crooked-eyed guy who wants to become a poker 'table'. Why would a Turk say something like that? Why would only one nation's name be mentioned in such a trailer, and why would the person supposedly representing them be portrayed like that?

They also have integrated two awful characters into a legendary game series just for Saudi money, that shows how low and desperate they have become.
