Well it's more just fortifying. Although they have been making exclusives for Sony for a while there's nothing stopping another publisher offering a juicy deal or housemarque looking elsewhere.Acquisitions like that are weird because they are already exclusive since forever.

I could see that to an extent but I think you'd be hard pressed to find a PC gamer that would care that much. Over the last 25 years they've developed 20 games to their name. Out of those only 6 were found on PC and 4 of those were back in the 90's. Outside of those you had Outland in 2011 and Nex Machina in 2017. Housemarque stopped being any real presence in the PC space over 20 years ago. Not to mention, Sony is clearly moving towards a PC inclusive release of their games. I think it's only a matter of time. I seriously doubt Sony will suddenly announce a slew of acquisitions like Microsoft has but I would bank on them picking up a handful of smaller teams over the next 5 or 6 years. Until then they'll focus on growing their current studios like they have been and signing third parties to make games for them. I fully expect Sony to end the generation with at least 4 more studios than they currently have. The only reason I see them making a Zenimax sized purchase is if a valuable publisher is looking to sell and they want to make sure they snag them. But studios like Housemarque where they have a long history, make great games, and wouldn't be that expensive to pick up are probably what Sony is actively looking to buy.I wouldn't be surprised, wonder if they will bought other studios with whom they have had a long history.

They care about keeping talent and knowing there are going to be showcase quality steady stream of titles coming from them. If they work well with the other SIE WWS Studios now, as a first party they can take it to the next level and help the whole WWS Studios improve.I think it's only a matter of time. An important part about a studio like Housemarque is that while they easily fit at Sony they also make games that are unlike anything Sony's current studios do. As you said, being in their roster with all those resources at their disposal and the huge financial backing means they'd get to grow where they need it. That could very well elevate them beyond what they've done so far. Similar to how that allowed Guerrilla to go from making mediocre games to being one of Sony's most recognized studios and one of the best in the business for pushing visuals.They care about keeping talent and knowing there are going to be showcase quality steady stream of titles coming from them. The last great and original game was Elfmania on the Amiga. After that their highlights consists of Super Stardust Remakes (still love Super Stardust on the Amiga).
