You can paint the base on your second life or just throw a sprinkler down (that isn't really good for charging ahead as you really run out of ink).I like to think of it this way a lot too. Feels like time is one of the key resources in this game.
Painting the base is important too though, since those spots are much less likely to be re-taken.

Now it isn't just getting the kids to be there but also for them to have the correct animations.
Of course you can't do that in matches (so no out of bounds in stages) as jumping of people pushes them (see in this thread where people have had a team mate super jump to them and knock them off an edge).
Basically it exists to counteract defence up in the one situation of making the .52 Gal a 3HKO.What's the point of using Attack Up if the amount of shots required to kill is the same? Even Defense Up does not have that weird restriction.
However it might be useful on chargers as partly charged shots can one shot a bit earlier but in reality finding the sweet spot is too risky so you're better off aiming a fully charged shot or if in close quarters bunny hopping the no charge shot (always 3HKO).
