WASHINGTON - President Bush will tell Congress and the nation Wednesday night that Social Security is headed toward bankruptcy and is in need of wise and effective reform.
With four years left to build his legacy, Bushs speech writers were up to their 20th draft of his State of the Union address before a joint session of Congress and a national television audience, which will begin about 9 p.m. ET. Bush practiced the speech one last time Wednesday in the White House family theater.
Aides said the 40-minute address would also make the case for staying the course in Iraq, push for democratic reform abroad and urge lawmakers to pass an array of domestic initiatives. But his proposal to overhaul Social Security since its inception 70 years ago was to be Bushs signature message.
