To be honest it's been like this for a decade now, since the introduction of Steam Refunds.
Before Refunds, we used to have incredible sale events, mostly because of the daily deals / flash sales. Instead of a game being -50% for 2 weeks, it could during the event drop to -75% for a 8 hours window or something, with the flash sales. It made the sales a lot more interesting because it was new exciting deals everyday, while now it's the same stuff for 2 weeks.
The sales might last two weeks, it's honestly the same as if it was lasting just one day, because you check the store and your wishlist once, at the beginning of the sales, and it's over.

Ya. The Search tool for me didn't work.

But I had a few games I was waiting for a sale and searched it on google to get a direct link that way. Worked for me.

Some games arent even loading the sale prices for some reason. Currently using https://steamdb.info/sales/?sort=discount_desc to find games but even steamdb is having issues loading new prices.

The store itself works but trying to load the wishlist or the cart right now is a bad idea.
Even if only 10% of the concurrent monthly users are browsing the sale thats more than 13 million accounts.
