He apparently doesn't, because the name of the character isn't "Megaman Zero," it's just Zero. Look it up. Also, for further proof, he isn't part of the Mega Man lineup in Mega Man's FS.

Whether or not Niitsuma thinks Zero is a Mega Man is frankly irrelevant. The fact of the matter is that there's an entire fanbase that wanted an actual Mega Man in MvC3, and weren't satisfied with what they got.

It's all subjective.

But he's the one who put the character in the game. It could easily be a redesign of the Megaman zero character. Either way, the character in the game is explicitly stated to be Mega Man Zero, no matter what kind of excuses you want to make.

It's like arguing that the character in Smash Bros isn't actually called Mr. game and watch because Sakurai didn't invent him lol
