After looking up some previous cases where swatters have been arrested, this is the only one that I can find that is definitely? leading to jail time. I couldn't find any information about any of the other arrests leading to actual convictions.

By wasting their time he could be delaying their response to an actual emergency, so you're right about potentially endangering people's lives.
