Yea as wetflame said, I dont think it really mattered. Either way he was hurting Bats. It was kind of a genius plan. I did always wonder if Rachel's location was simply farther away than Dents in which case if he went after "Dent" he'd lose them both.
Gordon busted his ass trying to get to "Dent" but he didnt even get remotely close.

Telling them about Dent isn't a trust issue. Dent was becoming a symbol for good in the city, they didn't want to destroy that image of hope. The boat was a test of faith for the citizens, and partly due to the morale boost a hero like Dent had given them, they didn't blow each other to little pieces.
That, and they feared all the criminals who they had locked up by capturing Lau would be released if it turned out the prosecutor was crazy. And thirdly, Batman needed to assume the killings Dent did so that criminals would fear him again. Why they wouldn't be afraid of having bones broken and going to prison is beyond me, but whatever, it's what we're told.
He didn't. He asked what time it was because "depending on the time they maybe in one place or in several".
It didn't matter what time the bomb went off, if they both died, or if they saved one. Either way he wins. It just so happened to be that Batman and Gordon decided to act when they realized he was being serious about the bombs.

Meh. It was okay for what it was (dumb action). This one does look better because it has the Rock in it. On the other hand, the part of the trailer with Bruce Willis looked fucking terrible to me.
