Not sure I understood that. We have a licence fee as well, but you have to pay it to own a TV and if you manage to cheat around it NRK or DRK are both free, but won't broadcast anything as good as F1.

In the UK you only need to pay a licence fee if you're watching TV as it is being broadcast (ie live) or are going to record TV. If you pay that you have access to the BBC channels amongst others.
