Dragon Age was GotY last year and it still won an award beforehand. I don't think Mario Maker will win, but this doesn't rule it out.

NOA is a marketing arm and can't make interesting game decisions, and he's a skilled marketing guy. I wasn't surprised he tried his best to push Cranky Kong in 2013, I just hope he didn't think it was that interesting and that Keighley's reaction was off-base.
