I see some dancing, then some a little behind them not dancing. It leads me to believe shifts are happening.

The ones alongside the walk from below the ice aren't dancing, but I've not seen any around the edge of the rink not dance.

The ones standing alongside the entrance ramp alternate blocking the path around the ice, so the athletes know in which direction they are meant to go.
