2 major problems with the Major's plan:

1. Poisoning Alucard didn't require half the speeches and plans he enacted. Especially when said plans initially involved keeping Alucard OUT of London
2. Cat Boy's powers are still unexplained. What is he?

Plus the Major needed a ton of dead people to effectively trap Alucard and remove him from existence. The other pawns in play were there to try and kill him off earlier or slow him down.
