It's better shorthand than properly translating the names. The Leaf Village is actually "The Village Hidden in the Leaves," for example. Same basic thing for all the others.

If by personality you mean emo-ness, then yes. Otherwise he's WAY more boring. He's turned into a one or two note character. He goes from "I MUST PROTECT MY FRIENDS!" to "I AM SAD BECAUSE OF THINGS! PROBABLY BECAUSE I MUST PROTECT MY FRIENDS!"
