Yeah, basically the Federation is Earth's Government. Zeon is made up of people who lived out on Colonies who want independence from Earth, which by itself is a reasonable ambition.

Problem with Zeon is they constantly do heinous shit like bombing colonies as threats and the original leaders of Zeon, the Zabi family, were just looking to prop themselves up.
