The main issue with JJBA part 3 is that it's introducing the entire concept of Stands, so that takes up a lot of the bizarreness budget, meaning the fights themselves are actually very generic and straightforward for a while. And then the anime decided to devote full episodes or two episodes that were more suited to 3/4 episodes or 3/2 episodes; part 4's anime would err toward shortening those stories.
