Sure it is. If your method of production makes episodes worse, change the method of production. If they can't do that, I'm not going to make excuses for shoddy animation.
Super can't be taken off air, Toei doesn't have the power to do that.

They just made the (reasonable) decision that they'd focus their efforts on the actual Super original arcs, rather than the movie recaps.
They were actually throwing a lot of money into Super even at this point. It took huge amounts of effort from Toei's top animators to get the episode out at all.It looks so much worse when juxtaposed with Kai. They make so much money you'd think they could afford not to cheap out like that.

This is the highlight of Goten's character.
They don't cheap out on Super, they spend a lot of money on it, the problem is that the show was rushed out the door too early which lead to the complete collapse of the production that you're seeing now due to the nature of what kind of show Super is they had to build everything back up while the show was still running. Things are pretty solid in the current arc airing in Japan, but things still aren't totally normal yet.
like he said there's been some really solid animation recently including some of the best that dragon ball has ever had.
