It's just one of the many reasons why the setting being a full village of people is leading to complications within his story that Kishimoto can't write around well enough. With something like One Piece, the people you have to pull from are all traveling together and are at a comparatively lower number so it's a lot easier to work with. And something like My Hero Academia or World Trigger actually does do the large number of people getting the spotlight thing correctly.
