Pretty much. Not sure why anyone would complain about new characters being introduced in a ridiculously long running shonen.

Bleach's issues are that it introduces huge swaths of characters at a time and want us to keep track of them for a LONG period of time. In most other shonen, characters leave after their relevant arc (with maybe a few key characters remaining relevant over time).

Even Kubo himself admits that when he gets stumped he just adds a huge swath of new characters
