That was actually the point, Alucard was shwoing why he was a antihero, infact he probably isnt a hero at all, just does what he's told. Alucard isnt suppose to kill humans even less bystanders, but when push comes to shove they're no match to him and so he stars to look like a bad guy.

Could also be some of them don't have masks, so you treat them more as humans compared to masked disposable soldiers (i.e Stormtroopers).
