I think Bleach's dub got worse and worse as it went, and Naruto's gets a little better. It's still pretty poor at the early going.

Indeed. But that just makes the case for Naruto's dub being better even more crazy because dubs have only gotten better as the years go by.

Also this isn't the difference in time span between DBZ and FMA:Brotherhood, it's about two years and both series share the same pool of actors more or less.
