Filler like this can work...if you have interesting characters.
Bleach has a ton of characters (with sometimes cool designs and stuff) but they are so bland and forgettable.
I give Naruto's filler a lot of shit but their cast at least have some personality and as such you can handle it better (well until it gets 30 to 50 fucking episodes long...and incorporates golden showers.)
