*1: Brilliant arcade-only top-view racer. If you've played Supercars on ST/Amiga, you'll know the deal. Hot Rod has more upgrades though, and I thought it was quite a lot more fun, especially in the 4 player cabinet with 1 player stood on each side.
*2: Saw some love for this earlier but noone even got the name right :(
*3: 4-player shooting fun. Classic memories, and I haven't seen it mentioned yet.
*4: Arcade version... Dreamcast maracas kept annoying me.

It's not easy to come up with a list of the best Sega games, and only having 15 picks. So many great titles, Rez, Space Channel 5, Alex Kidd, Skies Of Arcadia, the list goes on and on.
 
I can't really make a top 15 so in no particular order:

Sonic 2
Great game improving on the original in every way the must have game of 92. Great music, insane speed and awesome final battle

Sonic 3 and Knuckles
A real challenge to complete in full, significantly different from the "shallow" Sonic 2

Streets of Rage 2
Still more than playable today with a great array of moves. Grand Upper!

Panzer Dragoon Saga
Just an awesome experience overall. You may only play this game once but you wont forget it.

Shenmue
Another game you are unlikely to forget due to it's set pieces, scale, music, graphics and atmosphere. The second installment outdone the first in almost everyway and you'd be forgiven for feeling a little homesick after spending so much of the first game in Dobuita.

Skies of Arcadia
A great title reminicent of Panzer Saga and although doesn't better it, provides a more than satisfactory experience.

Jet Set Radio
Awesome art style and music and a challenge to complete fully. A unique title.

Rez
Love it or hate it. A totally unique experience and a solid shooter underneath the hype.

Space Channel 5
A simple game to pick up but difficult to master. Catchy music and 60's style set this apart from the rest.

Dr Robotniks Mean Bean Machine
Just as fun today as it was back then.

NiGHTS
Sonic Team at thier best

Burning Rangers
A misunderstood game halfway between NiGHTS and a platformer. The ability to call for directions at any time has never been emulated since.

Chu Chu Rocket
A frantic game best in 4 player mode.

Crazy Taxi
It's may be short but remember the excitement the first time you played it.

Crazy Taxi 2
Not enough praise for a game significantly harder to master than the first. The Crazy Jump added an extra element of strategy, unfortunately the direction arrow is way off like the arrow in the Original mode of the first game.

Golden Axe
Surpassed by SOR but still 'Golden'.

Fighters Megamix
Huge cast of characters from FV and VF2 best of both worlds with extras thrown in.

Virual On
As playable today as it was then.

Virtua Fighter series
Simply put the games justify themselves.

House of the Dead Series
The best spin on light gun games since Virtua Cop

Sega Rally
Small but perfectly formed

Ecco series
Tough games that are genuinely different. The latest incarnation didn't get enough praise. Great graphics and story telling and it plays just like the originals and that is an achievement. Oh and Tom Baker.

Yeah, but he left off F-Zero GX. I don't know how he missed the chance to say the best Sega game is still just a Nintendo franchise.

While I don't think that the Crazy Taxi sequels are quite as good as the original, I do think they take way too much flak. CT2's additions were nice, even if the new cities weren't as good as the original cities, and CT3's Glitter Oasis is actually pretty cool, not to mention how awesome playing the original Arcade city with CT2's additions is.

I was always under the impression that Monsterland was the secong game (the best IMO) and Monsterworld was the third game (almost as good as the second game).

I'm with FortNinety on this one. Too many great Sega experiences to categorize them into 15 little boxes.

There were two Wonderboy games with similar titles. The first, Wonderboy In Monster Land, was an arcade adventure game, and the second, Wonderboy In Monster World, was a platform/RPG on Mega Drive/Genesis.

Monster Land was ported to Mega Drive/Genesis and even Master System I think, where as Moster World was created exclusively for Mega Drive/Genesis.
 
Yeah, Wonderboy in Monster Land hit the Master System originally, the second Wonderboy game on that system (the first being Wonderboy, the third being Wonderboy 3: The Dragon's Trap). Monster Land was a fun little game on the SMS, though I don't think I ever beat it (got real close though).
 
I finished Wonder Boy In Monster World, but the difficulty level was freaking ridiculous in places. I remember two of my school friends were playing it at the same time as I was and I got stuck about a quarter of the way into it. They told me how to get past the part I couldn't figure out and then I went on to complete the game before either of them. I seem to remember getting stuck on a boss that was two boulders called Gragg & Glagg!

Sorry, I got confused because the US title was different too... Is Wonderboy in Monster World the game known as Wonderboy V: Monster World III in Japan?

Aww nuts. The game first level starts then wonderboy goes into spasms and I can't move him. Probably because I'm playing it on a megadrive with the mastersystem adapter. As soon as I remove the controller the game is fine. Looks like I'll have fun explaining to the shop why I want a refund.

As a huge Sega fan, I think that is such an awful list...haha. It's disqualified immediately for having not one Shinobi or Shining Force game.
