It's not reddit-style. These are invisible votes meant to silo you off into your own bubble where Twitter hopes less drama will ensue and its reputation will recover.
 
I am all for it but I would weigh the feedback based on the amount of feedback per user but might be unneeded if the downvote button appears randomly.
 
the worst thing about reddit is those bloody votes. nobody uses them right and people are obsessed with how much karma they get. hopefully twitter does it right.

There should only be a downvote button on replies, to drive down the useless blather, personal attacks, people attempting to advertise, etc. Otherwise the most liked comments already float to the top.
