I don't quite get the author's point. The indicator he alludes to also happen in pretty much every non-first world country ever. The rich look for alternatives as insurance. They always have and always will. Chinese get richer every year, thus, more chinese will look to different places for security.

The same has historically been done by rich indians, russians, brazilians and the like. This isn't exactly... new.

I think you have a poor understanding of political ideologies. Rich Chinese are moving to the U.S. to escape their government's tax net, not the other way around.
