a euphemism for sophisticated foreign hackers — were stealing network log-in and password information to gain a foothold in company networks. The agencies did not name Russia

so they were given a euphamism and not told that it was actually Russia but the WaPo Russia story factory needed something to churn out so here we go let's all play detective spy

Air gaps don't make you completely immune to hacking it just makes it more difficult. People have to cross over all the time, whether to inject updated code, install new hardware, replace faulty hardware, inspect and test systems, etc. You just target and compromise the supporting companies/technical support and they will walk your code right across the air gap on their laptops.
