I keep getting messages that it can't find this file or something like that, when I launch multiple programs. What the hell does it do and where can I get a replacement? Searching microsoft.com gave me nothing.

It stands for MicroSoft Visual C RunTime 4.0. Sometimes very bad uninstall programs delete it with the other program files, and it's VERY bad.
But you should be able to find a new one easily with google.

EDIT: Apparently, dll-files.com is an ok site. Looks like my .dll problems be solved.

EDIT2: Geez, I can't even spell old B&B insults correctly tonight.
