Scarecrow. His fighter intro is him injecting the opponent with fear toxin and his physical appearance differs somewhat depending on his opponent. So basically you'd be seeing him from his opponent's fear toxin'd point of view. Could be reeeeally cool, though I know people will raise hell if they add even a single additional Batman character.

Beyond that, I want Swamp Thing, Atrocitus, Plastic Man, Black Manta and Ropeguy.

Even though it would be sacrilegious, I would buy it day one if they grabbed some "Watchmen" characters. Dr Manhatten and Rorschach would be ace. It would make Alan Moore hate that property even more, but I'd love it.

How cool would that be to see? They even fit into the lore pretty easily, honestly.

*Past games and future movies mean Scarecrow, Croc, Deadshot, Red Hood would all be shoe-ins I would think, even if it meant overloading on Batman characters. Like it or not, he IS DC at the moment, even if Arrow is a badass show.
 
I'm not a comics guy so much, but I'd personally dig seeing Starfire, Static, Steel (my favorite DC character of all time), Grodd, Animal Man, and Cheetah.

Oh, and Rorschach as DLC.
