Nope.
Even without the Phoenix Force shes Omega Level and is canonically beyond Charles.....in theory actually the strongest Telepath in the Universe.
If the Fox movies got one thing right, its that Charles did suppress her powers at a young age.....that limiter isnt present post resurrection.
Current Jean Grey is powerful enough to basically subdue the Phoenix and is in full control of it doing some absolutely mind boggling things and is basically an immortal God now.
