Where Do I Find Power Off PC Option?

My parents PC is newer 1. something GHz processor with 700+MB of RAM... but when you click Start> Turn Off Computer> Shutdown

It comes to a window that displays "It Is Now Safe To Power Off PC"

Is there a way to have the PC shutdown without having to hold in the power button for 10 seconds?

Is there a BIOS setting that will tell Windows to turn off power?
 
Windows XP? Dunno if this is the answer. :(

I would say update the BIOS, but that is a recipe for disaster if something goes wrong (which it certainly can). Try pressing Alt + F1 (?) when you start up and fiddle with the options.
 
Check your bios for behavior of the power switch. Check and see if it has a soft off option.


Other than that, I think you may need an ACPI BIOS
 
Actually it's a combination of both your Bios and your Windows Settings:

Step 1: Enable Advanced Power Management support
1. Click Start, click Control Panel, and then double-click Power Options.

Note If you are using Windows XP, click Switch to Classic View in Control Panel to more easily follow these steps.
2. Click the APM tab.

Note If you are using multiple monitors, the APM tab may not be available.
3. Select Enable Advanced Power Management Support, and then click OK.
