I'd gladly pay a low fee rather than worry about the MPAA. Of course, the networks' idea of a "low fee" would probably be something idiotic like $5 an episode.

No.

They should just have ads during the streams, and that's it.

Until this happens, I'll just continue to download all my tv shows, because I don't have a tv at home, and sure as hell am not going to pay for cable.

If you don't have a TV, isn't this whole discussion somewhat moot? :)

Dont think this is really going to be seen as necessary by networks if Video On Demand services take off.
