It does, but I guess since the new straps aren't just a piece of string (they actually have a magnetic component and plastic housing), Nintendo is selling replacements.

And you can turn on the console from the controller. Apparently switch 1 pro controllers dont let you do that on the switch 2. Man, thats a steal! I copped the full $169 AUSI royally lucked out on the Switch 1 dock for $15 from this nongamer whose son broke their Switch. Having two was unbelievably convenient. But I would never have paid the asking price (kind of like my feelings on Series S lol). Fast forward some years, I got a tiny USB C dongle that works perfect for $3.
I'm actually wondering whether this cheapass dongle will meet the requirements of the Switch 2 where the old dock doesn't.
I wish the Switch 2 were even minimally compatible with the old dock -the extra bedroom TV I'd use it with can't even use the extra frames or HDMI bandwidth anyway.
