The director of the NIH spoke at my university last fall. He showed us a graph of the NIH's funding and the general trend was downward except for a slight bump upwards that had taken place in the last year. He then said he was hopeful that this was indicative of a trend of increased funding for the NIH. I feel bad for that man right now, and research in general.

I still don't know how the US plans its overall budget. Does Trumps wish only affects the discretionary spending?
