they have always done a set protagonist, that you could customize to some extent, but they have never done a fully customizable/created character for a GTA campaign like Saint's Row, why do you think that is?
Rockstar likes (or at least liked) to tell stories with great and unique characters and creating your own limits that.
Besides they now have GTA online where you are free to create your own character
Customizable protagonists are almost always worse characters because they can't write any actual story for the characters beyond being super generalized. Having prebuilt characters allows them to make actual quality stories and turn them into actual characters instead of generic people that you fill the role of
Arthur Morgan is the best protagonist in the history of gaming. Now imagine if gamers had the chance to make him a midget with blue hair and they/them pronouns. Yeah, no thanks.
They did in GTA Online, but it's randomly mixing a man and a woman for physical appearance. Only tatoos, hair, and clothes/accessories are fully customizable.
Well defined characters are always better then barbie doll dress up characters.
There's a reason why Arthur Morgan is the greatest video game character ever written and person in generic action adventure game who is destined for greatness is completely forgettable

Because they are telling THEIR story, not yours. YOU get to interact with the world and make it what you will, but the narrative is their domain. And good for them for dividing this up as such.
