Good luck getting an honest enough person to not steal either the pooled money or the winnings.
Only way I could see this being possible is if Powerball launched an online purchase option thereby making it feasible to write a script that systematically went through and purchased all 292 million number combinations. Having to rely on yourself or others to fill out by hand 292 million number combinations accurately is a fool's errand.
And even then, you run the risk of ending up having to split the jackpot, putting you in the red.

I don't follow what you're talking about at all here. I don't know how this website works, but if you were to go to a physical location and buy a ticket, one set of numbers (or a line) costs $2. I think you can do five lines on one actual ticket, but you're paying $2 per line, or $10 total for that ticket.
Like if I go to the track and say I want to bet on a 1 - 2 - 3 trifecta for $2, I can either only pay $2 for the straight trifecta in which the horses have to finish in that order, or I can box it for $12 which basically means I'm buying all six options for $2 a piece without having to buy six tickets. Not exactly the same thing, I know. I'm just saying you don't get a discount on these bets by buying one ticket.
Then there's the issue of finding the winning ticket (since you'll have millions on hand), which could take you months to do yourself.

No idea what you're talking about and the U.S. Powerball doesn't work like that at all.
Each chance (line) is $2 and you pick 5 numbers and the Powerball number. To win the jackpot it has to match the 5 winning numbers and the Powerball number exactly. A ticket can fit up to five lines but that doesn't mean anything for the contest. There are no extra numbers to pick.
