It was! As I recall, he was the only “real” manager that was a threat back then. All the others were just silly characters but he was a legit wrestler.

After his runs in WWF and WCW Virgil became a bit of a meme for that picture. He then started appearing at random places trying to sell autographs and mechanise. Then his management, the same guys who managed the Iron Sheik, wanted him to play up to being a wacky character to get more attention, much like they had done with Iron Sheik.
