After his runs in WWF and WCW Virgil became a bit of a meme for that picture. He then started appearing at random places trying to sell autographs and mechanise. Then his management, the same guys who managed the Iron Sheik, wanted him to play up to being a wacky character to get more attention, much like they had done with Iron Sheik.RIP. Ted DiBiase was a brilliant heel and Virgil's story arc from bodyguard/manager to eventually beating him to take his $$belt$$ was some great stuff.
