"Scapegoat"... those two do no have to be mutually exclusive. Sure, there might be talk about some self-inflicted damage. But, to just nonchalantly deflect any Russian tampering because of that appears weirdly illogical.
Hyper-focusing on just them is why we are in the state that we're in.

And that's exactly what has been happening. It's like a conditioned dopamine drug to people that makes them lose all train of thought for anything else.

Humans are horrible multitaskers, and that's the most advantageous card constantly being played.

France has much larger issues they did to themselves, than deflecting to Russians.

Nobody is "deflecting to Russians". Russia's very strategy is to exacerbate pre-existing issues and the fact that it is actively bribing politicians and using agents to fan discord makes it a problem in and of itself, not a deflect.

An active enemy manipulating domestic politics is a major threat.

He's referring to a recent event where they found pig heads in mosques in France and it was done by a Bulgarian dude paid by Russia, while people thinking it was a racist message to the muslim people

And with that cultural terraforming from within (coming from a myriad of externals) is an issue in itself in the west. Conflating religion as a race.

It's ripe pickings for bad actors as they gaslight us into servitude.

Look, I get you got some beef about the current happenings unfolding within your country. From what I gather, I understand where your dissatisfaction/frustration is coming from and there's sound reason behind it. But, you really should distinguish between the two issues here instead of just flat out dismissing it as supposed "scapegoats" or being basically non-existent and unimportant. I don't want to go off on a tangent here, but I really implore you to take the hybrid threat the Russian regime poses in an almost equal vein as the local issues you're facing.

Some times these two overlap and in those instances its not about "gaslighting" you into servitude. The Russian regime modus operandi tends to lean towards taking advantage of local disputes and conflicts to claim themselves plausible deniability. Its a genuinely serious threat you should be equally as critical of as the other issues you're dealing with on your soil.

I'm not saying don't focus on it, all external threats need to be dealt with. With that said, I did notice it was a ripe deflection tactic by very corrupt people from their own ways and made to be the only talking point while we were being sold out the back door.

Sure, the enemy is selling you out and the highest bidders are Russians. Like Putin is probably the real richest man on the Earth, due to all the money he stole from the Russian people. And unlike a lot of people on the public "rich lists" he probably isn't loaded up with debt and risky assets he can't make liquid.

It's more than just Russia. And the very homegrown traitors and their handlers love that you focus on a sole boogie man. Makes it easy peasy for them.
