Neither. That's a forum post from someone at MS. The same info is in the Preview Dashboard App. If you're in the preview you'll receive the codes sometime tomorrow.

So it's basically a beta for the beta. 343 are so shit scared at this point of the H5 beta having issues they're gonna do a quick test to make the official beta launch is ok.

Saying "hey, volunteers who download OS updates a little early deserve a thanks more than the hundreds of thousands of people that pre-ordered a broken piece of garbage for $60 and will be waiting an additional 10 days" is a pretty dick move.

MCC has nothing to do with this aside from you having to own it to play the beta. If you want to complain about MCC, there's an official thread on gaming discussion.
Besides, this two day early access helps them see how stable the servers are with thousands of people on them. Its basically a stress test.

Wasn't one of their selling points with TMCC that you get access to the beta, yet here they are giving it away for free and 10 days early. Yeah it definitely sounds like a special treat.

You can accept them no later than march 31st of 2015 so you're good if you just accept them now.

This not only IS a beta but is having a soft launch to make sure the big launch will work on the day it was promised, people still complain.

well you also have to have Halo MCC for this to work. So you need MCC AND preview program. They're not just giving it to people without MCC.
No, you don't get it. MCC has everything to do with this. People bought MCC to play this beta. We were given a product that is still broken a month later, and yet preview members now get in EARLY anyway. Shouldn't the owners of MCC come first? Instead of people who just download OS updates monthly?

it requires Preview program PLUS MCC. The only way to launch beta will be from within MCC. There isn't going to be a standalone app.

This is just a small thank you to preview members. Pretty nice considering we have to hard reset our consoles way more than others.

MCC owners ARE being rewarded. Just a smaller percentage of them, only the ones in the preview program.
You're still getting exactly what they promised you in regards to the beta. However now you're probably getting it in a more stable form because they're letting the preview members try a portion of the beta for 2 days a week before it releases for everyone else.

if you go in to MCC there is a placeholder for the beta. I would bet anything that is the only way you'll be able to play it. I will eat my hat if there is a standalone app for the beta that is just for this weekend.
