It's never been about popularity though. Jimmy T.'s the first character you see that isn't Wario in the Warioware series.
Mona and 9-Volt are about on the same level as Jimmy T., imo.

I could see both of them for the same reasons as well. They're all on about the same level. Jimmy T's the most recurring character in the first few games though, since he runs the remix stages alongside his own original stage.
Why wouldn't it be? Any prediction roster is going to be a wishlist in the end. Read that it's only conservative relative to my previous one. Notice I said "realistic". Anywho, what's an acceptable character to replace him with? Because I bet (yeah maybe even my avatar) I can easily dismiss it as a fan wish and not at all realistic.

The only reason your roster even came under scrutiny was because someone claimed Jimmy T doesn't need to be popular because the Ice Climbers are playable. That doesn't make sense. Falco's one of the 4 main characters of StarFox 64, the most popular game in the series.
On a roster where dated and oddball characters have been included in the past, then popularity absolutely doesn't have to factor into the equation.

Jigglypuff was practically a household name in 1999, and Falco got in because he was a last minute Fox clone -- and even ignoring that, the Star Fox series is all about working together as a team. Falco is present throughout most of the game, and he's even a playable character in a few of the entries' multiplayer modes.Jigglypuff and Falco are both kind of out there, even at the time, and I'd bet that Rosalina only made it because they had a solid idea for her gameplay.
In a world where we got three Star Fox characters in 2008, I don't think it's too crazy to think that a C-list series with a bunch of charismatic humanoids could pick up a second representative. I don't think it'll happen because none of them have an obvious gameplay hook to run with, but the design team's been nothing but surprising so far, so who knows. It'd be a surprising long shot, like Ridley.

Doesn't being in charge of the medleys kind of hurt him though? I remember the other characters getting small stories in the beginning and ending of their micro games, while Jimmy T's scenes basically didn't amount to anything.
Have his moveset be based on NES games/sprites to keep the whole retro theme going.9-Volt seems the most unique to me.

I think I remember us discussing 9-Volt on here a while ago and I think it'd be cool if he was a conduit for referencing retro games and incorporating sprites and stuff into his moveset or something. That'd be kinda cool.Because 9-Volt doesn't have a lot of moveset potential. He plays video games, can DJ a bit, and has a hoverboard. The only thing he does that lends itself to a moveset is using the hoverboard, and that would give him great potential for being an AT.

It's kinda hard debating how "important" a character is in a series like WarioWare, and I think these kind of comparison debates are kinda droll, but I guess the roster is one of the main things to look forward to in a Smash title.
If anything, I think we'll get Ashley (in Smash 5 anyway), and I think she could have a fun magic-based moveset or incorporate Red into her moves, but I think Rosalina already has that playstyle locked down.
